Red Teaming & Wargaming

“Our contract workforce has been an integral part of JIEDDO since the task force stood up in 2003. JIEDDO’s successes would not have been achievable without dedicated contractors, like ISHPI. I cannot overstate how grateful I am for this ISHPI employee’s efforts and the benefit JIEDDO has received from her expertise and dedication. This ISHPI employee has earned my utmost respect and highest recommendation.” –Lt. General John D. Johnson, US Army, December 2014

ISHPI’s Red Team has coordinated and executed seminars and subject matter exchanges with world-renowned experts, think tanks, universities, and U.S. Government agencies such as the RAND Corporation, the Long War Journal Foundation for the Defense of Democracy, National Defense University, Georgetown University, University of Oklahoma, and USAID.

ISHPI conducts Red Teaming and Wargaming studies, analyses, and exercises for the Joint Improvised Explosive Device Defeat Organization (JIEDDO) as part of the ongoing effort to counter and defeat improvised explosive devices (IEDs).  ISHPI’s JIEDDO Red Team provides and maintains an in-depth tactical threat emulation capability for the JIEDDO Counter-IED Operations/Intelligence Integration Center (COIC). We use threat emulation, modeling and simulation (M&S), and other Red Teaming analytic methodologies to provide enemy perspectives and possible enemy courses of action in support of deployed forces planning efforts and JIEDDO-COIC analytic efforts, and to assess future operations in the context of friendly and enemy courses of action, concepts of operations, tactics, techniques and procedures, and emerging technologies.

JIEDDO conducts Wargaming and other strategic exercises, and ISHPI has supported these efforts by identifying and inviting world-class subject matter experts (SMEs) to participate in events and exercises, as well as by participating in them.  ISHPI’s Red Team consists of highly educated personnel (with Masters degrees and Ph.Ds.) with extensive intelligence backgrounds, special operations and conventional military experience, commercial expertise, cultural understanding and language skills, and significant experience living overseas.

ISHPI has supported the development and enhancement of the cognitive warfighting capabilities of U.S. Central Command (USCENTCOM). We helped plan and conduct Information Operations (IO) within CENTCOM’s area of responsibility, supplying Information and Cyber Dominance capabilities to counter violent extremist ideology (CVEI). We helped develop and implement a comprehensive, self-sustaining, long term IO and CVEI campaign that degraded popular support for violent extremist organizations and decreased their ability to operate and conduct attacks against U.S. interests including cyberspace.
