Acquisition Support

ISHPI delivers tailored, cradle-to-grave, professional acquisition support services that demonstrate expertise in programmatic support, acquisition principles involved with performance-based acquisition, knowledge of systems development processes, and the ability to develop and manage technical system specifications. ISHPI personnel bring comprehensive understanding of the acquisition life-cycle including: pre-award acquisition documentation development and post-award contract management support services. ISHPI’s key Acquisition Management functions include pre-award contract management support services, such as market analysis; development of acquisition plans; development of Independent Government Cost Estimates (IGCEs), Justifications and Approvals (J&As), Determinations and Findings (D&Fs) documents; development of solicitation documents; fair and reasonable price recommendations, source selection evaluation processes, and contract structure recommendations. Our post-award contract management support services consist of contract modification documentation support, monitoring contractual progress, providing conference support, and delivering dispute resolution assistance.

Acquisition Planning Support

Our highly qualified personnel are experienced in federal acquisition regulations, systems, and processes. They participate in the development of acquisition packages, including generating Request for Proposal (RFP) language, technical specifications and drawings, and other key technical and programmatic contract documentation. ISHPI personnel have successfully assisted in the development and implementation of complex Acquisition Plans, Infrastructure Strategic Planning, Source Selection Plans, RFP packages, Requests for Quotes (RFQs), Performance Work Statements (PWS), Statements of Work (SOWs), Statements of Objectives (SOOs), and Quality Assurance Surveillance Plans (QASPs) for multiple customers/p>

Contract Management Services

ISHPI offers a comprehensive set of management services, business management practices, and recognized process improvement methodologies to help U.S. Government agencies manage and transform acquisition strategy and customer program implementation. Our personnel have the ability to organize rapidly to provide our customers with accurate, cost-effective solutions to complex acquisition problems. ISHPI’s acquisition personnel ensure Federal Acquisition Regulation (FAR) compliance and deliver contract administration and negotiation services to a variety of Federal customers.

Financial Management & Administration

Our highly qualified acquisition staff provide analysis of alternatives, possess expertise in risk management. They conduct Rough Order of Magnitudes (ROMs), implement Earned Value Management (EVM) procedures, develop Office of Management and Budget (OMB) Exhibit 300 documents, develop requirements documentation, conduct budget planning, deliver obligation and execution tracking; and provide cost modeling and allocation services.
