Richard (Rich) Boucher brings over 40 years of extraordinary industry experience to the company, including military, private industry, and civilian contracting expertise.

Rich has a unique background in the Defense space, having served first in the Navy, then as an employee for numerous Federal contractors, then supporting SPAWAR/NIWC (Space and Naval Warfare Systems Center Atlantic (SSC Atlantic) as a Government civilian. During his military career, his experience was focused in the areas of maritime advanced electronics, radar, IFF systems, and surface warfare, which included supervisory and instructor roles.  As a defense contractor, Rich supported his organizations in IT program and project management, holding progressively senior leadership positions within the companies.  As a Government Civilian, Rich held senior management positions overseeing highly complex Naval programs.

Rich holds a Bachelor of Science Degree in Information Technology Management from Trident University International, as well as a Program Management (PM) Level 3 accreditation from the Defense Acquisition University.  Rich has received over 20 significant command awards during his career, including the Meritorious Civilian Service Medal.
