Ann-Whitney Chanslor, Director of Finance, brings over 17 years of experience in the defense industry including Supply Chain, Subcontracting, Budget, Cost & Schedule Control analysis, as well as an expert level in Earned Value Management Systems (EVMS). She has been CMMI and Six Sigma certified, as well as earned her PMP and Purchasing Certificates. Ann-Whitney applies her best practices to her responsibility over the Annual Operating Plan (AOP) to monitor and offer guidance to Senior Management on forecast outlooks and assist in next-step strategy. She has worked in both highly complex development and production environments, as well as the services contracting world – both of which serve as valuable perspectives when approaching analysis on an elevated level. Ann-Whitney is a graduate of Clemson University with a Bachelor of Science.
Barti Perini, Director of Software Process Improvement, brings over 20 years of experience in software engineering, software development process improvement, project management, and Capability Maturity Model® Integration (CMMI®) implementation. She leads ISHPI’s Software Engineering Process group, Configuration Management group, and the Quality Assurance group, working with senior management, software development managers, and engineers to initiate, define, track, evaluate, and implement new methods and technologies to continuously optimize the software engineering capability of the organization (currently appraised at CMMI Development Maturity Level 5). Barti holds a Project Management Professional (PMP) certification from the Project Management Institute. Barti has a Master of Science in Computer Science from Northern Illinois University, a Master of Technology in Industrial Electronics from Mysore University, India and a Bachelor of Engineering in Power Electronics from Nagpur University, India.
Joe Avant, Director of Information Assurance and Cybersecurity Technical Center of Excellence, joined team ISHPI in August 2010 as ISHPI’s Lead Information Systems Security Officer and SAP Services Program Manager. Mr. Avant is a 20-year veteran of the U.S. Navy, and has more than 23 years’ experience in the Cybersecurity and IT Services Management (ITSM) industries. More importantly, Mr. Avant has extensive experience working with customers to identify IT system functional requirements, and then cross walking those capabilities and design specifications to agency-mandated cybersecurity requirements and industry proven best practices. By taking into account these considerations early in the SDLC/SELC process, Mr. Avant leads teams to achieve results for ISHPI’s customers that are both cost-effective and provides a sustainable system security posture that can facilitate future configuration changes without compromising system and information security confidence.
Robert Whitaker, Director of Hampton Roads Proposal Program Management Office (PMO), has over 30 years of professional experience as a technical and marketing writer/editor, proposal manager, and college professor of English and writing. Before joining ISHPI in 2014, he worked as a Senior Proposal Manager for Akima, LLC; for SPARC, LLC (now part of Booz Allen Hamilton); and for Sotera Defense Solutions (formerly SFA, Inc.). He began his career in Government contracting in 1986 as a technical writer and editor for EG&G (now part of URS Corporation), following two years as a caption editor for the National Captioning Institute, where he wrote closed captions for television shows, movies, and commercials. He holds a bachelor’s degree in English with High Honors from the College of William and Mary, an M.A. and Ph.D. in English from Princeton University, and studied computer information systems at Tulane University.
Stephen Shook, Director of Software Engineering & Quality, brings more than 25 years of experience in senior management, business development, development management, project management, software engineering, and implementing Capability Maturity Model® Integration (CMMI®). He is one of the principal architects of ISHPI’s award-winning Agile High Velocity Development℠ software development methodology, which is appraised at CMMI Development Maturity Level 5. As an experienced instructor, coach, consultant, and subject matter expert, he leads and mentors software teams to achieve exceptional cost, schedule, and quality performance in order to achieve customer business goals. Stephen has a Bachelor of Science in Computer Science and Mathematics from the University of Illinois.
